Why does this happen?

This is a problem with the permissions on the Rockstar Games Launcher files. FiveM is unable to access them, and so cannot analyze game data. It gets stuck trying.

What can I do about it?

Press Win+R to open the Run dialog
Enter %localappdata%\Rockstar Games\ and click OK
If there is a folder named "Launcher", rename it to "GTA V"
If there is no such folder, just create an empty one called "GTA V"
Try to start FiveM again

Hopefully this will work, but if not, I'm sure someone else will have a better solution for you.
